1. Who operates the platform

The ecomuna.ro platform is operated by [denumirea societății], [CUI / J...], with its registered office at [adresa sediului social] (the “Operator”).

2. What ecomuna.ro is

ecomuna.ro is an online platform that gives rural municipalities a public page and tools for communicating with citizens, and gives local businesses an online presence connected to their community. Citizens can consult published information and subscribe to announcements.

The Operator provides the technical infrastructure. Content published on municipality and business pages belongs to them and remains their responsibility.

3. Accounts and user types

The platform has three account types: citizen, local business and municipality. Business and municipality accounts are verified by the Operator before activation.

You are responsible for keeping your password confidential and for all actions taken from your account. Tell us immediately if you suspect unauthorised access.

A municipality account may only be created by a person authorised to represent that administrative unit.

4. Published content

By publishing content you declare that you are entitled to do so and that it does not infringe third-party rights.

Published content remains yours. You grant us only the right to host, display and transmit it on the platform and in notification emails to subscribers, for the purpose of running the service.

• Publishing illegal, discriminatory, defamatory or copyright-infringing content is prohibited.
• Using the platform for unsolicited commercial messages to other users is prohibited.
• Uploading other people’s personal data without a legal basis is prohibited.
• The Operator may remove content breaching these rules and may suspend the account, informing its holder.

5. Pricing and payment

For citizens the platform is free and will remain free.

For municipalities the subscription is 1 leu per inhabitant per year, covering all included features, with no separately paid modules. The number of inhabitants is based on the latest available official data.

The first 30 days are free and require no payment details. The subscription is invoiced after that period, only if you choose to continue.

Prices may change for future subscription periods, with at least 30 days’ prior notice. A change does not affect a period already paid for.

6. Duration and termination

The contract runs for as long as you use the platform. You may close your account at any time from the admin panel or by request to the contact address.

On termination the public page is no longer accessible. On request, we can provide a copy of published content within 30 days of closure.

The Operator may suspend or close an account in case of serious or repeated breach of these terms, or non-payment after notice and a reasonable period to remedy.

7. Service availability

We make reasonable efforts to keep the platform continuously available but do not guarantee uninterrupted operation. Planned maintenance is announced in advance where possible.

The platform does not replace public authorities’ legal publication obligations. It remains the municipality’s responsibility to comply with legal requirements on publishing information of public interest.

8. Limitation of liability

The Operator is not liable for the accuracy of content published by municipalities, businesses or citizens, nor for decisions taken on its basis.

To the extent permitted by law, the Operator’s liability is limited to the subscription value paid for the last 12 months.

Nothing in these terms limits liability for intent, gross negligence, or where the law does not allow limitation.

9. Intellectual property

The ecomuna.ro name, logo, interface and platform code belong to the Operator and may not be copied or reused without written consent.

10. Changes to these terms

We may update these terms. Material changes are communicated by email or by a notice in the platform at least 30 days before they take effect. Continuing to use the platform after that date means accepting the new version.

11. Governing law and disputes

These terms are governed by Romanian law. Disputes are settled amicably where possible, otherwise by the competent courts at the Operator’s registered office.

Consumers may also contact the Romanian National Authority for Consumer Protection (anpc.ro).
